Totalitarian States seek to secure their interests by restricting perceived opposition to the state. The need to satisfy the state's interests trumps all else, and typically the state will expend a decent amount of resources in the need to satisfy those interests. There is a necessary constraint placed upon the media to repress opposition, and by controlling mass media ensure the values of the state and the continued obedience of the public. This form of government is an extreme form of authoritarianism, and the dictators or autocrats that overlook this system of citizen subjugation often employ a set of strategies (often centered around self-preservation) to keep this power and to ensure absolute control. In the examples for World War 1, oftentimes these leaders will take advantage of a perceived change of political will among the people, and will feed off of this change of whim and tag negativity onto political groups to gain political power and influence.

It is commonplace for these dictators to rig or host fraudulent elections as Mussolini performed in Italy. Through the use of violence and widespread terrorism, public fear is used to control and manipulate citizens. This may be amplified by the effective use of surveillance. Secret police are used but it is not uncommon for citizens raised on the systems of fear and propaganda to sometimes turn in neighbors for perceived political crimes. Restriction of speech for fear of death, forced labor, or other consequences was a regular practice for under the tyranny of Mussolini. Hitler employed similar strategies in his rise to rule, limiting personal freedom and employing the use of a scapegoat, blaming society's ailments on the Jewish people and labeling them the enemy of the state. Statewide mass murders and genocides are channels for dictators to exercise 'ethnic cleansing' with the explicit intent of making a homogenous state of a racial and intellectual in-group. Also, further assuring the continued intellectual support of its followers is through the cult of personality, which seeks to provide a decent image for the people of the following that they can personally connect with, despite being just one listener to large mass-communicated rallies.
This attempt at controlling all aspects of human life, artistically, socially, economically, and through systems of education among other things assure the future well being of the party, but repeated control of all aspects of the human spirit can tire the citizens, so fear and violence must be a necessary instrument of control in this system. The over-centralization of these systems can cause fragility and many modern authoritarian or autocratic systems must tow this line to preserve their systematic rule over their people.
