Lesley Y. Cordero is a Senior Disaster Risk Management Specialist based in Singapore, managing more than a billion dollar Disaster Risk Management program (DRM) in the Philippines. She worked on innovative policies and instruments such as recovery frameworks; emergency cash transfers and adaptive social protection measures; multi-hazard vulnerability assessment tools; resilient infrastructure program; local government catastrophe risk insurance; and contingent financing facility for disasters.

Mainstreaming the DRM agenda, Lesley is currently leading the implementation of the $500 million Fourth DRM contingent credit facility and the $500 million Third DRM Development Policy Loan to support the Government’s response and recovery efforts for recent disasters and COVID-19. She is leading the delivery of the $150 million Sustainable, Inclusive, and Resilient Tourism Project in select destinations in the Philippines. She also worked on various DRM projects in East Asia and the Pacific. On fragility, conflict and violence, Lesley co-led the technical assistance and policy advisory for the Marawi Post-Conflict Recovery and Reconstruction Program.

Prior to joining the Bank, Lesley served as an Undersecretary at the Office of the President of the Philippines. She coordinated the recovery efforts of the Philippine Government for Typhoon Haiyan in 2013 and Bopha in 2012. In 2011, Lesley served as Undersecretary at the Presidential Communications Operations Office (PCOO).

Lesley has a Juris Doctor of Laws from the Ateneo de Manila University School of Law and a Master’s degree in National Security Administration from the National Defense College of the Philippines. She is an Adjunct Faculty at the Asian Institute of Management for the Master’s in Disaster Risk and Crisis Management Program. She was awarded as one of The Outstanding Young Men (TOYM) of the Philippines in 2020.

Growing up, my parents instilled in me the importance of saving money. I remember working hard to complete chores so I could add a new dollar bill to my aluminum Band-Aid can. Over the years, I witnessed this lesson pay off for my parents, who were longtime clients of Edward Jones. They lived off of two teacher's salaries. Due to the guidance of their financial advisor, they retired very comfortably. They currently do what they love, which is making special memories without the stress of financial insecurity. I attended the University of North Florida and graduated magna cum laude in 2002. After college, I opened two small businesses and was an entrepreneur for 10 years. This eventually led me to the entrepreneurial spirit and culture of Edward Jones.

My greatest joy is being a mom to my three sons. I love spending time with them outdoors such as camping and the beach. My husband, Aaron, is a teacher at Tate High School. In our spare time, we enjoy running together. I have completed the NYC Marathon twice and the Chicago Marathon once, and he is a Boston Marathon qualifier.

My branch office administrator is Kara Haymaker. She was born and raised in Texas. Her husband, Hart, works as a Chiropractor at HealthSource, and they have two beautiful children. Kara previously worked in property and office management, bringing a diverse skill set that perfectly fits our office needs to ensure the highest level of client experience.

Work Experience

Lesley’s professional career has focused on what she loves most – helping people, solving complex problems and giving back to our community. She has 30 years of combined experience in public policy, strategic communications, nonprofit leadership and journalism. Lesley has worked as a senior-level executive in both the private and nonprofit sectors on a state and national level, and served on leadership teams responsible for budgets ranging from $14 million to nearly $1 billion. As the former owner of a national award-winning communications firm, Lesley worked with clients to enhance student and teacher success. Her career began as a journalist for Colorado Public Radio where she also contributed stories to NPR, The Osgood File and the BBC. 

Most recently, Lesley served as the Vice President of Strategic Engagement and Communications for the Colorado Education Initiative, providing vision and strategy across the organization’s five initiatives. Earlier positions include leading a $6.5 million grant at the Education Commission of the States for school improvement nationwide, and working with large urban school districts and national education leaders as a senior director with a premier communications firm in Arlington, VA. Committed to enhancing her profession, Lesley also served as a vice president on the national board of the Education Writers Association and is the past president of the Colorado School Public Relations Association.  

An engaged community leader, Lesley was elected county-wide to the Jefferson County school board in 2011 and served as board president for two years. She is also a past board president of The Action Center, which promotes pathways to self-sufficiency, and she chaired the Jefferson County Boys & Girls Club Youth Investment Committee. In 2014, the West Metro Chamber named her as one of Jefferson County’s most distinguished women leaders. 

Personal Life

Originally from Chicago, Lesley moved to Denver in 1989 after obtaining her master’s degree in journalism from the University of Illinois. Her family has called Jeffco home for 27 years. Lesley and her husband, Mike Feeley, chose to raise their daughter, Grace, in Jeffco because of its excellent schools and quality of life. Grace graduated from Lakewood High School's IB Program and now attends University of San Francisco. Mike – an attorney and former Colorado Senate Minority Leader – was elected to the West Metro Fire Board in 2018. They live in unincorporated south Jefferson County with their two rescue dogs, Peaches and Maisy. They enjoy hiking, reading and traveling.
